Sector support for DCJ service providers preparing and updating COVID-19 management plans
DCJ required service providers to have completed their COVID-19 management plan by 22 December, 2021. Plans did not need to be submitted to DCJ. Service providers will be contacted in January 2022 and asked to confirm their plans have been completed.
In November 2021, Rebbeck and Justice Connect developed guidance material and hosted interactive webinars to help service providers prepare their COVID-19 management plans. This included identifying risks and controls specific to your workplaces, and how to seek additional support if you need to.
Guidance material for preparing COVID-19 management plans
The sector support for DCJ service providers preparing COVID-19 Management Plans document provides practical guidance to help you prepare and implement your COVID-19 Management Plans. This is version two of the guidance and is updated as needed. It complements the content covered in the webinars and explains how to use the optional DCJ risk assessment for service providers. The following risk assessment templates are available for your use:
When filing in your risk assessment we suggest using the smaller template only version to avoid any data lags or freezing.
This is the first iteration of the guidance material, it will be updated regularly based on feedback and any changes to public health directions or orders or other COVID-19 related requirements.

Updating COVID-19 management plans
We encourage you to review and update your COVID-19 management plan in response to the current Omicron wave. DCJ is holding three webinars to be facilitated by Rebbeck Consulting to support you through this.
Each session is targeted to a specific service delivery type. You can still join a session that’s not targeted to your specific services, but be aware that the examples discussed might be less relevant to you.

Resources and services to help with difficult conversations that may arise when implementing COVID-19 management plans
Below you’ll find access to advice and resources which may assist in managing difficult situations or conversations. These may help when it’s time to implement policies and processes that form part of your COVID-19 management plan.
Justice Connect provides legal help to not-for-profit community organisations and social enterprises, and has the following available to support you:
- legal advice to eligible organisations
- a series of webinars to educate providers on legal issues around COVID-19 vaccinations in the workplace
- FAQs on managing vaccines in the workplace that you can reference.
Employee Assistance Program (EAP)
Service providers can access DCJ’s Employee Assistance Program (EAP). If you don’t have your own employee assistance program, DCJ’s EAP program can provide:
- Manager assist – support for managers
- Conflict assist – to help you manage conflict in the workplace
- Employee assist - general counselling support for your workers.
Fair Work Ombudsman
The Fair Work Ombudsman has resources to help you understand your rights and responsibilities at work during the COVID-19 pandemic:

- Coronavirus and Australian workplace laws - information on workplace laws, obligations and entitlements for employers and employees affected by coronavirus or those seeking vaccination guidance.

Guide to recovery and transition
Following consultation with peaks and other key stakeholders, DCJ has finalised an NGO Guide to Recovery PDF, 240.67 KB.
The purpose of the guide is to enable a shared understanding between DCJ and its NGO service partners of the planned staged approach as NSW re-opens and adjusts to living with COVID-19.
It is important to note that the guide is a living document that will change as circumstances change.
The guide frames milestones related to clients accessing services, service delivery across programs and the workforce. This is an overarching approach and is supported by specific program guidance, as needed.
The Transition to post-lockdown service delivery for Specialist Homelessness Services (SHS) guide has also been completed and provides specific advice about the transition to recovery for the SHS sector.
Frequently asked questions (FAQ’s)
FAQ’s to provide answers to questions we’ve received from service providers in relation to managing COVID-19 and the COVID-19 management and vaccination policy. These will be regularly added to and updated.
Risk Assessment Tools
There is no prescribed template for the risk assessment(s) you are required to undertake as part of your COVID-19 management plan.
NCOSS has developed the COVID-19 Vax Risk Assessment Toolkit for social sector service organisations.
DCJ is working with peak organisations to develop more risk assessment guidance resources. They will be posted here when complete.
Examples of DCJ risk assessments
Below you can view the current risk assessments DCJ has undertaken for various work place settings in the Department. These may help you when thinking about risks and risk control measures in your own worksites.
Personal Protective Equipment (PPE)
A PPE Matrix is now available to help you to identify appropriate PPE for different situations and how to modify work practices within your COVID-19 work health and safety plans.

In response to the COVID-19 Pandemic and the release of the COVID-19 management and vaccination policy for DCJ service providers, DCJ and peak organisation have developed a range of supporting resources to assist service providers meet their obligations when assessing risk and identifying management strategies for workplaces, staff and clients.
Sector insights into delivering an organisational response
